Look even Google Earth can do something similar. Just open a KML/KMZ and vectors are overlaid on 360 photos. That is real photo navigation not just spatial photo gallery.
Can you provide any examples? 360 panoramas are not supported by iTwin Modeler. It is also is not what is proposed just asking to use panorama as background in 3D view.
@Guest Requested is technical feasible with iTwin Photo Navigation. One can combine panorama images with mesh, overlay mesh on image, open image from mesh.
You can overlay point cloud, create sections, make measurements, overlay your iModels and iTwin features, ....
Much more than simple Google Earth.
